Jim Barke

Jim Barke is a procurement leader who helps companies spend smarter by building sourcing strategies that cut cost and reduce risk. As a Fractional Chief Procurement Officer with Altus CXO, he partners with CEOs, CFOs, and operating teams to stand up procurement functions, renegotiate vendor agreements, and turn scattered buying into a disciplined program that shows up on the bottom line.
With more than 20 years in procurement and strategic sourcing, Jim has managed spend ranging from small-business budgets to portfolios exceeding $400 million. He spent much of his career at Prime Therapeutics, the Blue Cross-owned pharmacy benefit manager, leading strategic sourcing across technology and SaaS, business process outsourcing, professional services, staffing, clinical operations, and corporate services. Today he is President of Impact Procurement Partners and brings that enterprise-scale discipline to Altus clients.
His track record is measured in savings that hold. At Prime Therapeutics, Jim grew annual sourcing savings from roughly $1 million to more than $20 million by moving the organization from reactive buying to planned sourcing tied to enterprise priorities. As a fractional leader, he has delivered $4.2 million in documented savings across two client organizations, each in under four months, without disrupting operations or existing vendor relationships.
Jim owns the full vendor cycle: requirements, enterprise RFPs, negotiation of MSAs, SOWs, SLAs, and BAAs, vendor selection, and the scorecards and executive reviews that keep performance on track. He has also led post-acquisition vendor integration on deals ranging from smaller tuck-ins to a $1 billion-plus acquisition, consolidating overlapping suppliers into one standardized program and capturing the savings from combined buying power without interrupting service.
Jim works across healthcare, retail, professional services, agriculture, private equity, venture capital, and non-profits. He also serves as an Operating Advisor to a healthcare-focused private equity firm, supporting vendor strategy and savings across its portfolio and presenting outcomes to sponsors and leadership. He earned a Bachelor of Science in Marketing from Metropolitan State University.
Outside of work, Jim and his wife Amy, a middle and high school Spanish teacher, keep a full house with five kids between them, plus a lab and two cats. He spends his downtime hiking, playing guitar, and singing. More than anything, he cares about helping fathers show up for their kids emotionally, physically, and financially.
